Our Fatality Review Committee compared domestic violence homicides for the four years preceding the strangulation protocol to the four years after it was implemented and found that domestic violence homicides dropped by 15 percent and strangulation as the manner of homicide dropped from 13 percent to 2 percent. Recognizing that research has shown a strong correlation between strangulation and escalation to murder, we implemented a unified Strangulation Protocol where an officer will investigate whether an abuser put their hands around the victim’s throat and will then make a referral to a domestic violence forensic nurse to examine the victim. That’s why my office, in partnership with regional law enforcement, implemented harm prevention protocols that are showing concrete results. Domestic violence produces harm that ripples beyond the direct victim, to children in the home, family and the community. It occurs among teens and elders, every race, ethnicity, religion, socioeconomic level, sexual orientation and gender identity. This devastating form of violence does not discriminate. Unlike violence and harm that comes at the hands of a stranger, domestic violence has the additional trauma of the abuser being someone the victim loves and even has children with.
